When did the problem begin? What happens when you right-click the queue and select “force connection”? There might be any number of reasons why a queue is stuck and the resolution depends on the queue. Is this internal mail or inbound mail from the internet or outbound mail? Can you restart the Exchange services or reboot the exchange server?
