Query Many Tables

I want to run a query on many tables. The answer I am asking is "How many 1s, 2s, and 3s are in all the tables together?" Each semester we get information on standards. How well a student completed a standard - a 1 is the lowest 3 is high proficiency.  The problem is this when I set up the query I can’t really create a relationship because the same information is in each table. I import the tables from Excel. I end up the these count numbers that either reflect the results in one table or if I am able to successfully run the query on all tables I end up with some number that is clearly not “counting” the totals of 1s, 2s, and 3s because the number is way too high.

Do you have a description of the tables, the fields in each tables, and the ones you’re after? I’m not quite sure how to answer the problem.
