Purchase Order output message disappears when saving via ME21n or ME58

We are running on a ECC6 environment.

We have an output message type ZNER to auto purpose using Key Combination (Doc type / Purch Org / Company Code / Puch Group)

When creating the PO and reviewing the messages, this ZNER exist.  But, once you save the PO, this message type is no longer there.  For some reason, this message disappears.  This is also not linked to release strategy.

I have check the configuration (access seq, message type, schemas).  This seems to be correct.

If it possible to debug this issue somehow during the save process?

What else can I check / review?
