Exchange Public Folders
When we create public folders in Exchange 2003, some users can see the folder and others can't although they are in the same group. Can't figure out what is going on here.

This will happen if there is more than one mail server with a public folder data base and you do not replicate a new public folder to all public folder databases. When you create a new public folder it is only created on the mail server on which your mailbox resides and is not automatically replicated to the rest of your mail servers. Your users may all be in the same group, but not on the same mail servers.
Make sure all mail stores are pointing to the same public folder store on each mail server and that all public folder stores are replicating to each other. You can use <a href=”http://www.microsoft.com/downloads/en/details.aspx?FamilyId=635BE792-D8AD-49E3-ADA4-E2422C0AB424&displaylang=en”>PFDAVAdmin</a> to bulk add replicas easily. Install on your local computer, not the Exchange server. It does not work on Windows 7 at this time.

    Are all members of the group on the same mail server and are public folders being replicated if there are more than one mail server?

    Use Exchange System Manager to check the Security tab of the properties for the problematic Exchange public folder. Check for the user who couldn't access the public folders is either explicitly / implicitly granted access.
