 Public Folder replication in Exchange 2003

I have installed a new exchange server in organization already running E2K3. i am facing problem in public folder replication. replication is not being done from old to new server. in replication properties it show "Local Modified". i can see many ques on my old Exch. server from <mydomain-IS@domain.com>. both of my exchange server have proxy addresses defined. i have checked it with adsiedit. can anybody help me to replicat or find out the problem. i have same permission on both servers. by-the-way both servers are also domain controllers with DNS and with no role.

Have you actually set up each public folder to replicate? This is not done automatically, it has to be done folder by folder or else use the PFDVAdmin public folder tool to do it as a bulk operation.
