This doesn't exactly get what you need, however if you use the Win2K3 "FORFILES" utility you can find files created or modified after a specific date.  When a match is found it can write it to a text file.  Take that file and compare it to the registry scan and you'll get a little closer to your goal of finding active PST files.

See the article below for more detail on FORFILES.  Note this can be copied to and run on any version Win2K, XP, or 2K3, server or workstation.  I have used this many timmes to collect PST files for migration via login scripts. (i.e., POP3/SMTP to Exchange)
