Programming function keys in Windows XP

How do you program the function keys in the Windows XP OS? I want to define F12 as the TAB key. One of our data entry people is setting up a datatbase of numeric info and uses the TAB key to move to the next field in the form. Having it as F12 would save some time and probably be a lot easier on the hands. Thanks! -Flame

You could use a third party application to remap your keyboard.

Also, you could manually modify the registry to achieve that, but it would be easier using an application.
