It sounds like your user should be working with a local replica of the DB, which can be scheduled to replicate periodically as needed; 5 minutes etc. When replying to any new emails from within the local replica they will be held in the local mail.box until the next replica or until the users manually forces a mail send. Regardless accessign the DB locally would seem to prove much faster.
