If you grant access via group membership, the user needs to do this to pick up the new membership (and get access to the folder). The reason it would work if you grant user access is you have altered access directly to the folder which works immediately.

Do you have more than one domain? Are they in the same forest? Is the resource (the share file) and the domain local group in the same domain?
