Prevent permission changes on Windows Server 2016

Okay - so here's our issue at the moment. On Windows Server 2016, we're looking to avoid editing by non-admin users in our server share. So as of right now, the privileges are on 'modify permissions'. But when a user creates a new file, that person becomes the file owner. And he/she can change all of the permissions. How can we prevent this?

    Why a user needs to create a file without asking the sys admin person? Is the permission configuration not set properly. It is an obvious practice that, if a user creates file him/herself then s/he can take ownership of the file. Probably you asked for stop user to create shared folder or file on shared network/server.
