Thanks. We'll let you know when a new response is added.
You may want to read the article on the site Verge. I explains how it’s possible. There is some planning in advance for it to work though and it will be limited.

What, specifically, do you have in mind? What's the use case/scenario?

You may come with the actual scenario, that helps to understand your question. Is it your office/for personal use? What type of connection are you using now? As this is a security related question, not possible to provide good reply without knowing more correct information.

This is a network security problem. Here the area in question has been deprived of internet connection for over 3minths now. From all cellular network in the country that is only voice calls and messages can be used for communication. No internet service.

Why there is no cellular network? Is it an order by your government? If there is no network connection other than voices/messages, so there is no way to connect any website until your Govt. allows to connect network.

Is this a true blackout or just issues with your ISP having network issues? What is the scope of the blackout?

You didn't mention what country you're in (that I noticed) but it sounds like you've got bigger problems. Maybe a discussion with authorities is in order? The Internet provider itself, perhaps?

Yes it had been ordered by the government but its for my own personal use. That am looking for a solution. For the moment I have relocated to a neighboring Town to search for solutions. Please it's for my personal use.

I even tried the Google DNS but since I don't master it that much, it didn't work.
