PicklistStrings returning a blank view when on a local replica

I have a button on a form that allows the user to select a document's values from a view. I used uiworkspace.pickliststrings to return a category of a view for selection. It works fine if using the database on the server. However, when using a local replica, the view returned is blank and I have to do a SHFT + F9 to populate the view. It does not look like an indexing problem because everytime I click the button, the view keeps coming back empty. The view is there and I can go straight to the view and there is no need to refresh. I am using R7 Client and server is R7. Is this a known problem? If so, has it been fixed in 8 or 8.5? Any suggestions on how to make the code to work on a local replica
