I heard Jmeter is one of the best free tool to test the web based applications.
You can use this tool with concurrent/ non-concurrent users.

Also, this tool helps us to perform various load testing types (constant load, ramp-up load, etc). You can collect the performance under various loads using perfmonitor in windows.

Run perfmon in parallel with jmeter to collect the performance across various load testing types.

I am undergoing performance testing of one web based application, which is email campaigning site, I need to test this application with 28,000 virtual users….OS is Win 2003.

Can you please provide me the name of the testing tool which can support upto 28,000 virtual users at a time ?

Testing for what application? What are the hardware specs? What is the OS and patch level? Can you provide more details please?
