Performance collection purpose is, to check about some abnormality in the system, that what jobs were running in the system during that particular time of abnormality, and to know the reasons, as, some times, Admin misses the real time checkup, and need to know about the system abnormality reasons

As for “why”, it’s done to collect performance data for later analysis. However, if no one has ever set the system’s work management attributes to reasonable settings, it might waste more resources than it’s worth.
