Sounds like you have problems with your network connection causing your session to disconnect.
When you reconnect the system is simply asking you if you want to reconnect back into the session that you were previously using.

If you have not had this problem in the past I would think that you have a problem other than TCP setting. How are you connected to the system? Wireless? If you have a network cable it could be a bad connection at your computer. You might try disconnecting the cable and replugging it back up. If you can you might even replace it. Let us know if your resolve your problem.
Check the TCP keep alive parm TCPKEEPALV with the CHGTCPA command.

how often is the time out? if it is often, try running ping to the system and see if you receive a request time out
