Answer Wiki:
As far as I know, there is no possibility in LotusNotes to initialize a password. What we do at my place is: when we define a new user (with "blabla" as his first password), we keep a copy of this original .id-file; when the user forgets his password, we simply replace his .id-file with a copy of our "backup", so the user must log in with password "blabla" and change it as soon an possible.

Password recovery is a feature of Domino R5 and later. It is not enabled by default, however, so you have to set it up before you can recover passwords.
