CRM market space is fully crowded. Big guns like Siebel, Salesforce, SAP CRM etc costs you huge. You should try salesforce.com on cloud. Since it is subscription based, you might be able to save some money. But customizations I am not sure, how much is supported.

You can do this via folder level permissions. Right click on desired folders, and select Security tab in properties. You can customize the required permissions here. Remember one thing: Negative permissions i.e. denied permissions take precedence over granted permissions.

Export the Excel spreadsheet to your current Access database. OR Import data from Excel spreadsheet into your current Access Database to a new table. Now create a view using both the tables. You can periodically refresh the data in Access to keep the changes from Excel to Access synchronized.

Can I audit file access in specific directories on a Windows Server 2008 R2?
In folder properties, select security tab, advanced button, auditing tab, click continue and add everyone, then click full control for both success and failed, check inheritance button and apply. Make sure that File Access Auditing is on that server.
