Is it possible to develop software for many IP cameras that can be viewed or accessed by one software? What protocols or things we need to consider about in it?

Should I actually store data in MySQL as JSON? A friend of mine did this and and it actually made their database's performance better and decreased latency. He's also told me that storing data as JSON makes everything easier. But is it easy to delete /edit data stored as JSON? Thanks.
In my Oracle database, I have a SQL query that I want to ignore case. See below: SELECT * FROM TABLE WHERE TABLE.NAME Like 'IgNoReCaSe' So if I want the query to return either "IGNORECASE", "ignorecase" or a combination of them, how can I do that? Would that be possible?
