After Uninstalling IE9 it won’t allow me to reinstall it

I have .nsf archive files from my old work lotus notes 8.0.2. At my new work we use lotus notes 8.5 version. I can’t open my arvhive file from old version with new version. It says ”Attempted encryption operation is not supported by this version of notes” – pl. help.

We have numerous Visual Basic 6 projects that we would like to incorporate into 1 solution so we could add it to Team Foundation Server 2010. I have searched for days and cannot find any information. Is this possible to do? I would be extremely grateful for any help.
