Packets received on VM hosts are in millions…why?

We are experiencing an issue across several of our ESXi hosts when monitoring network traffic; the amount of packets received across both Management Switch and VM vSwitch is in millions, congesting our network, resulting in dropped packets.  The hosts are stand-alone and blades from HP, connected to Cisco 6509 Switches over 1 GB network.  Each vSwitch is configured with two NICs. 


Software/Hardware used:
ESxi 5.1 Update 2 HP edition, HP BL 460c Gen 7, DL 380 Gen 8, DL 380 Gen 7
