How do I display a packed data field on the iSeries?

You can use Query/400, STRSQL, STRDFU, or the database tools in navigator.
You can also use EZVIEW, DBU, or similar third party programs.

Alternatively, if you just want to see the contents without formatting or don't have access to any of the tools Phil mentioned, you can use DSPPFM, then press F10 and F11.
