It depends on how your contract is setup. If you are writing a one off program for them to use, then they own it. If you were hired to create something based on the concept and they agree that you own it, and they simply have a license to use it then you own it.
Typically when you are hired to work for a company (as an employee or a consultant / contractor) the company owns everything that you do for them during your time as an employee.
