Actually each server has OWA and you can usually get to it by typing the mailserver name.domain name/exchange. However with an ISA server in the mix I know the OWA web page has to be published to the ISA server. With a front end back end scenario, the front end server handles all OWA requests and forwards the user to the appropriate mail server to get to their mailbox.

Hey just a thought, don't you have to publish owa on the isa server? Have you done that with the second exchange server? I do not use ISA but I do remember reading about publishing OWA to the ISA server. I do not know if you can publish more than one servers' OWA or not, but if not then the front end/back end scenario would be your best bet.
