I'm a writer. There's a hacker who is hired to clear bank accounts and insurance policies of someone in a different country that doesn't speak English. Does this person need to be in the same country as the victim?

Depends on if the system to be hacked is local only on has a presence on the Web. Example say Bank of America could be hacked from anywhere. If you had a small business that just used a computer for in-house processing and not connected to the web; then no. But who would want to hack that system. So the easy answer if you can connect to the web you system is at risk.

The good news is that some of the geolocation technologies used for multi-factor authentication, firewalls, etc. can detect when certain attacks come from abroad. It's not foolproof, obviously, but it helps.
