AS/400 overlays copied to stream file are shifted.

We have applications to print letters to customers. We print one spool to the printer for mailing and a second spool to .pdf for archive. The letter has an overlay with our logo and other printed material. We add data drops on the document where necessary.
The problem is that, for the .pdf copy, the overlay gets shifted down the page  and to the left. We have to provide an offset, for the .pdf output only, to get the  overlay to line-up properly with the data drops.
We do this either by doing an OVRPRTF xx FRONTOVL(overlay .167 .25) or by specifying program-to-system fields on an OVERLAY statement in the printer file DDS for the offsets and loading them in the program. The offset is the same value each time.
We are on 7.1 and I believe we have all the relevant PTFs loaded from what I have read.
