Is it possible to limit access to Outlook Web Access for Exchange 2000 or Exchange 2003 to just a group of users and if so how?

You can deny HTTP protocol per mailbox in exchange 2000 under the exchange advanced tab > protocol settings. in exchange 2003 its a similar but under the tab Exchange features, you will need to switch on advanced view in AD though to see this. Maybe possible to change security in IIS for the Exchange Web site
