In AD you can allow or deny people access OWA under the users properties>exchange features.
Outlook Web Access for Exchange 2000 or Exchange 2003
Is it possible to limit access to Outlook Web Access for Exchange 2000 or Exchange 2003 to just a group of users and if so how?

You can deny HTTP protocol per mailbox in exchange 2000 under the exchange advanced tab > protocol settings. in exchange 2003 its a similar but under the tab Exchange features, you will need to switch on advanced view in AD though to see this.
