Is there a way to have you outlook 2003 connect to the Exchange server 2003 through the interenet?

Yes it is called Outlook Web Access, and comes with exchange 03

Owa is it’s own web page, it is not the outlook client. The question was whether you can open Outlook over the internet and starting with exchange 2003 that became possible using rpc over http/s. It is an involved process to get it set up with your exchange server but it is an excellent option I think for those who prefer to use their Outlook client as it has more features than Outlook Web. The Exchange 2007 Outlook Web is much more like the Outlook Client than the Exchange 2003 Outlook Web is.
