Outlook shows calendar invites as attachments
I get emails with .ics attachments. I have to open the email... click on the attachment and only then I can accept or decline the invite.
I used to just right-click on that email and click accept/decline.
These invites are not recognized as calendar events. They are treated as email with attachments.
There used to be a different icon on the left of the email that showed it as an invite for the calendar.
Now it it just email with a paper-clip icon.

Something had to have changed on the Client or the mail server side. Run all available Microsoft Office and security updates. If not resolved, run a repair of office. Still not resolved, create a new profile. Try it on another computer to confirm if it is local to that pc or not.

Please provide a few more details. What version of outlook? Who is your email provider? Is this an exchange account, if so what version? Are these invites coming from inside your company or from external email accounts?

I am having the same issue with outlook 2007, we have exchange server and the emails are from the outside that do not come in correctly
