Is there a rule in outlook where we forward a mail coming from a specific mail ID to same ID .

Yes you can create a rule in Outlook to do this. Select start from a new rule, select after the message arrives, select from a person or distribution list, then choose the email address from the appropriate address book, select forward to a person or distribution list, choose the same email address and finish creating the rule. You may need to create a contact for the person if it does not exist in your current address books. I warn you though that all such forwarding rules set you up for causing an email loop that can result in hundreds of emails being bounced back and forth.
