Outlook problem with proposed meeting time

I am a participant to a meeting when I attempt to propose a new time , the proposal is addressed to me and not to the organizer. Can someone tell me why is it happening?

    Check whether, if the meeting organizer has restricted new/ alternative meeting proposals or times, then the propose new time is not available.

    Even though this is over 4 years old.
    The notice most likely has some restrictions. If the only thing you can do is reply, then call the person who sent the meeting request and ask for a new time or if they did indeed place restrictions on the notice.Sometime they only want accept or decline responses.

    This can be happened today also, however, version might be updated. This can help for future reference. Though OL 2010/ exchange 2007 still now running in many companies.
