Try this:
Start Microsoft Outlook
RIGHT Click the Outlook Today icon on the left or the "Personal Folders" icon
Click Properties
Click the Advanced button
Click the "Change Password" button
Leave the "Old Password" box blank since you never had one
Type the password you want to use in the "New Password" box
Type the password again in the "Verify Password" box
DO NOT check the "Save this password..." option
Click OK on all three open screens
The next time you open Outlook, you will be prompted for the password you just set thus protecting access to your Outlook data.
Good Luck!

If you live outside the United States, by submitting your email address you consent to having your personal data transferred to and processed in the United States.
This is what I understand from your question.
You want to send an email to someone. Only that person should be able to open/view/read that message. If this is correct, then you should look at email encryption. Here is a link to get you started. http://www.petri.co.il/configure_message_security_in_outlook_2003.htm
I know of no way to simply put a password on an email, the only way I know of is to use encryption.
Let us know if this is what you are looking to accomplish.

Encryption is the best way to go…Simply password-protecting Outlook can be undone in a heartbeat using a tool such as Advanced Outlook Password Recovery.
