Outlook calendar delegate?

Is there a way to tell if a delegate for Calendar has opened meeting and attachments within meeting requests that go to his/her inbox when they are a delegate?

There is no way that you as the mailbox owner are going to know if your delegate opened a meeting request or not, no. The only one who may be able to tell is the meeting organizer if they out a read receipt on the meeting request. And even then a person has the option not to notify the sender if they opened the email or not.
