how to create a custom rule to schedule an email to deliver at a specific time.

Answer Wiki

Thanks. We'll let you know when a new response is added.

Open a new message. Click on the arrow next to the word “options” in the ribbon at the top. In the message options window under delivery options you can select “do not deliver before” and set the date and time there for this message. There is no rule that will do this for all messages, you have to set this up for each message individually.
