Using Mail Rules in Outlook 2007, how do I specify a "not equal" condition. For example, I want the rule to apply to Messages TO a Person and NOT FROM another specific person?

The general rule is to move apply the rule after the message arrives from ____ and move it to specified folder. That should be sufficient enough. You do not need to add a not equal rule.
If that does work, create a rule by clicking “with specific words in the senders address”.
