However, the office exchange server had some updates completed over the weekend and the issue with outlook appears to be corrected.

I have been disabling COM addins but the problem is not resolved yet. I have discovered that the problem only occurs after closing OL after sending an email with an attachment. Also, the exact error message that appears after rebooting is:
“Outlook failed to start correctly last time. Starting Outlook in Safe Mode will help you correct or isolate astartup problem in order to successfully start the program. Some functionality may be disabled in this mode. Do you want to start Outlook in safe mode?”
