My oncall laptop was restaged form Windows 2000 to XP last week. Panels display a little weird with regard to other panels. For example, when I have Outlook up and then open a specific email, the email it sits in front of the main Outlook panel okay, but when I move it, it disappears at the boundary of the underlying Outlook panel. It probably has to do with a Windows setting for how panels behave with others; e.g, in front, behind, etc. Does any of that make any sense?

Sounds like it is definitely a windows setting, not an outlook setting. Check your display properties. Settings for windows behaviors are found there. Also try reinstalling your video driver or installing a newer video driver.
