How do I use AD Group policy to change the setting in Outlook 2003 to ask to empty deleted items upon exiting. I need to push this to all users in the company.

There is a group policy administrative template for outlook 2003 which can be downloaded as part of the office 2003 resource kit. from there you can set many of the policies for outlook 2003.
