Why would ost files be created if the cache mode is off for outlook 2007?

Offline folders will also create an OST file.

1. Go to Tools -> Account Settings
2. Select your exchange account
3. Click on Change
4. Click on More Settings
5. Select the advanced tab
6. Click on Offline Folder File Settings
7. Click Disable offline use
