Now way this is not going to happen, a data will follow its path starting from Application layer to physical layer. You asking todrive a car from source to destination with out using any roads.

Some traffic does stay at lower levels in the OSI model. ARP and ping (ICMP) are a couple that come to mind that do not go above layer 2 or 3.
