If you had searched, you would have found that an answer to this same question was posted on April 6th, by ITKE.

The answer given was "Oracle 9i is not compatible with vista. That is why you are getting that message "

Depending on the server version, you might be able to install a 10g client to connect to a 9i server (the combination could not be fully supported, but it could work).
