Oracle remote login results in IPNAT.SYS error

Attempts at remote login to Oracle database throws an IPNAT.SYS error. Is this a firewall issue with Windows Server 2003? Or is this Oracle configuration problem? What is the best secure way to handle an IPNAT.SYS error? Thank you.
