
It could be an incompatibility between Oracle and the OS, as Oracle 10g is not certified to run on Windows 7. However, I know that many people have been able to solve this kind of problem, so maybe a Google search could offer some hints.

Have you tried it ?
Uninstall the previous installed oracle 10g database software and after this reinstall it in “C” Drive. Now you will able to create a database here.

Oracle is planning to make 11gR2 available on Windows 7. There is no official notice that any older version will be made available, There are known issues with Windows 7 is even newer.
That is not a certified flavor for Oracle 10g. You can run the installer and passing the command
Runinstaller -ignoreSysPrereqs. and after that u may work with this version….
