Query Oracle database as to contention between specific time

Hi Guys. What is the best way to query an Oracle DB as to contention between a specific time; say 9:30-10:30 am. Any suggestion; including DBMS_STATS will be greatly appreciated.

    What query you asked for? Why there is a specific time? Hope the server is on all the time, so what did it mean as you mentioned the time. Now dbms_stats, did you want to know for oracle improving performance/optimization? Please come back with more details.     Ok... Scenario Time.

    I get a call logged that there is no more connections available on a DB; that usually runs 100%.
    The time frame is between 9-10 am.
    Without using DBMS_STATS; how can I see:
    What happened?
    Why It happened?
    Who was involved?
