		<description><![CDATA[I did install the Patch set and patch to upgrade the Oracle 10.2.0.0 to 10.2.0.4. After installation of the patchset.. it was working fine. After installation of the patch and following the post installation instructions in the Readme. 

The DB is not starting up. It says the same error as above. 

ORACLE environment variable are set properly.
