ORA-12541:TNS:No Listener
When I want to open the global database from 'the Oracle Enterprise Manager Console Standalone' menu in Oracle 9i, then the 'ORA-12541:TNS:No Listener' message occurs. It can't open the database. It also needs the user id & password. What should I do?

Check that the listener is up and running on the database server (this could be different depending on the operating system, which was not specified).

If it is up and running, it could be a configuration problem (listener.ora file).

Make sure there is no firewall or router blocking the listener port (probably 1521).
