 One OU should have stricter password password policies than the others
We want one OU on a 2003 AD domain to have a strict password policy that will lock out a user for 10 minutes on the third bad password. I would also like to alert the administrator on duty. How can we do this?

Answer Wiki:
block inheritance of the default password policy, create a policy linked to the OU you want the new password policy on. As far as alerting, it is probably best done 3rd party. There are solutions out there that will send email, page, mms and sms messaging.

With out a third party program, there is no granular password control. So you cannot set a separate password policy on an OU. You would have to go to a 2008 domain to get that control.
