		<description><![CDATA[I am assuming the report is based on a query.  Then set the query to display if Telephone is &quot;not Null&quot;.   Then you should get only the records that have Telephone numbers.. The Report based on this query should yield the desired result. 
The easiest way to set the query will be in Design mode -- select the fields you want in the report.   For Telephone -- on the criteria use &quot; Is not Null&quot;.
