Notify a person when his mail is forwarded to another recipient

Some users are worrying that the Exchange administartors forward their email to other recipients without their approval. Is is possible to set up the Exchange server to notify the users automatically when their mailbox is set up to forward to another recipient on the Exchange server?

I don’t know of any native way to accomplish this using Exchange 2000 or 2003. Possibly a third party product would offer this type of feature?
