Having *SAVSYS special authority gives you the authority to perform a save or restore action against any object in the system. However, it does not give you *USE authority to any objects.

In this case, it seems that you need to be granted authority to use the RSTOBJ command object.

Authority to use an object is separate from any authority to perform some action.

You can think of it like having a driver's license. Your *SAVSYS special authority gives you general permission to "drive cars anywhere". But then you still need my specific permission to "drive my car". You have a 'license' to 'drive'. Now you only need permission to use the objects that you'll be 'driving'.

You can also think of it in the opposite direction. Users can be given authority to use the RSTOBJ command. But that doesn't give them authority to restore any objects. Such users could only restore objects that they themselves own.

That's like having a car without having a driver's license. You might be able to drive around on your own private property, but you couldn't drive your car out on any public areas.

Note that *SAVSYS is a special authority. In general, only a couple, or very few, user profiles should have that authority on any system. But almost any user can safely have authority to use the RSTOBJ command or any other save/restore command. Those are two very different kinds of authorities.
