Why did MS not give private email inboxes? We can have many identities on a PC, but each user's email dumps into a common inbox, etal. Why didn't MS give this choice of PRIVACY? I could recommend VISTA to 100s of my clients unless this privacy like OE in IE6?

Hello,
as long as the users logs on to the system, a profile (E.g. C:\DOCUMENTS AND SETTINGS\USERNAME) is created and OE profiles are store in these subdirectories.
Unless you are providing special permissions to the users, they shouldn’t be able to read someone else’s data or email.
If you mean a different setup that differs from the usual one please be more specific.
I hope this helps.
